London’s Penelope Health raises €87M to decode insurance rules

The London company pairs the raise with a partnership with healthtech infrastructure platform Thoreau.

Penelope Health has raised €87 million ($100 million) to turn opaque insurance policy rules into a real-time reference that healthcare companies can query.

The London startup pairs the money with a partnership with Thoreau, a healthtech infrastructure platform. Together they plan a shared layer for real-time payments and clinical rules. Thoreau supplied the capital alongside existing backers Bertelsmann Healthcare Investments, Twine Ventures and Seedcamp.

Penelope’s platform covers 200 million patients, according to the company. It tracks whether care is covered, why a claim qualifies and how requirements shift, questions that today consume administrative teams and delay reimbursement.

Chief executive Dr. Sohum Patel said the rules deciding coverage remain “opaque, fragmented, difficult to interpret, and are constantly changing,” and that Penelope was built to turn that complexity into a dependable, always-current reference.

The round lands amid a wave of European investment in healthcare infrastructure and AI aimed at shrinking administrative workloads. Comparable raises this year include €86.5 million for Stockholm’s Tandem Health, up to €37 million for Berlin’s Recare and €34.7 million for London’s Semble.

The bet is that whoever owns the rules layer sits between payers and providers as AI agents begin handling prior authorisation and claims. Penelope says the new funding goes toward products that make navigating payer requirements cheaper and faster.
