Austria’s Polytender bets €2T of public contracts need an AI front door

Vienna's Polytender is scraping 300 procurement portals in 31 countries to match companies with public tenders they never see.

The European Union hands out more than €2T in public contracts every year, spread across hundreds of portals in dozens of languages. Most smaller firms never look.

Polytender, a Vienna startup spun out of studio Run Labs by founders Dima Rubanov and Matthias Neumayer, wants to become the front door to that market. It launched publicly about two months ago and already counts more than 400 registered companies.

The mechanics are straightforward. Companies enter their website, and an algorithm compares new tenders against those profiles nightly, pulling from more than 300 official procurement portals across the EU’s 27 member states plus Britain, Switzerland, Norway and the United States. About 90,000 open tenders sit on the platform on a typical day.

AI summaries and a bid-or-no-bid recommendation are next, and the company has opened its own MCP servers so every tender can be queried from Claude, ChatGPT, Mistral and Copilot, with bids drafted by AI to follow.

The founders’ pitch rests on a European Court of Auditors finding that roughly 42% of EU-wide tender procedures in 2021 drew only a single bidder. Rubanov argues Europe spends about 30 times more on procurement than its entire venture capital market, and that the continent should produce its own SpaceX-style government-contract company.

Not everyone agrees with the diagnosis. Vienna procurement lawyer Martin Schiefer has attributed single-bid tenders mainly to a shortage of skilled staff and the sheer effort of bidding, rather than poor information.

Competition is real. Italy’s Cato raised €6M in September for a similar platform, Spain’s Tendios raised €2M, and Sweden’s Tendium and Britain’s Stotles are already active.

Polytender’s differentiator is breadth of coverage and building in Europe. Whether that beats a locally focused rival with deeper workflow features is the open question.
